Using WordPress Customizer
Log in to your WordPress admin dashboard and go to the customizer.
On the next screen, you can see an option for creating a menu.
Name your new menu, choose a location and click on next.
Add some items to your menu and you can see them on your website.

Using Menus Section
Go to the menus section under the appearance section. If you don’t have any menu yet, you need to click on the create a menu link.
Name your menu and create it.
Choose the pages, links that you need in the menu, choose a location for the menu and save it.
You can rearrange them anytime you need.
Check the website from the front end. You can see the added links and pages there.
